Rowing Canada Aviron (RCA) is proud to announce the official launch of its 2032 Strategic Plan, setting a clear and ambitious course for the future of Canadian rowing. The plan outlines RCA’s renewed purpose, vision, and mission, alongside strategic priorities and measurable deliverables through 2032 that will guide the organization and its community toward long-term success.
Rooted in the purpose to inspire our rowing community and develop champions for life, the plan reflects RCA’s commitment to striving for excellence both on and off the water. The vision, to be a world-leading rowing nation, underscores a collective ambition to elevate Canadian rowing through collaboration, innovation, and integrity – united by water.
Strategic Priorities
The 2032 Strategic Plan focuses on three interconnected priorities:

High Performance Excellence: Delivering world-class programming that enables athletes and coaches to win at the highest levels of international competition.

Pathway and Community Development: Strengthening athlete, coach, and umpire pathways while fostering safe, inclusive, and connected rowing environments.

Leadership and Governance: Ensuring RCA’s long-term success through responsible leadership, financial resilience, and effective partnerships at the national and international levels.
2028 Deliverables
By 2028, RCA aims to achieve measurable progress toward its 2032 outcomes, including:

Foundational changes to systems and new initiatives to increase participation and retention of rowers across all demographics.

New approaches established to grow the number of athletes, coaches, and umpires engaged in the sport nationwide.

Enhanced alignment between provincial and national regattas to support development across all disciplines.

Strengthened financial stability and diversified revenue streams to sustain RCA’s programs and initiatives.

Continued advancement of Canadian rowing through collaboration with domestic and international partners.

A Unified Vision for the Future
The 2032 Strategic Plan was developed through extensive consultation with our participants, athletes, coaches, clubs, and provincial partners. It represents a shared commitment to building a stronger, more connected rowing community that supports excellence at every level, from grassroots participation to the Olympic and Paralympic podium.
“Developing the 2032 Strategic Plan has been a collaborative process shaped by input from across the Canadian rowing community,” shares RCA President Tracey Black. “This plan sets ambitious yet achievable goals that will strengthen rowing at every level, and we are grateful for the engagement and contributions that have helped to set our direction for the future.”
“A six-year strategic plan provides the clarity and direction needed to drive meaningful long-term progress across our organization and community,” says RCA Interim Chief Executive Officer, Jennifer Fitzpatrick. “The introduction of two-year deliverable check-ins is a critical step in strengthening accountability and adaptability as we move forward. This approach enables us to celebrate progress, evaluate where adjustments are needed, and continue working together toward sustained success for Canadian rowing.”
